I am using it to connect to an Android app over BLE.  You can look up sampel code for ESP32 for Bluetooth pairing to a device.  Seems to work ok.</p>

In the absence of any documentation for it, I am considering an alternate way of communicating to the Dial, i.e. ESP-NOW.</p>
