I use the Arduino IDE. The same thing with an ESP32 always works. I have seen several references to this problem but not a clear resolution. I prefer to stay using the Arduino IDE. Any help gratefully received. My first post, hope I have done it right!.

Its probably that when the Fire is fully assembled it requires a stronger WiFi signal, perhaps due to the proximity of the other components.

Last night I made some progress. Its power related. It will work if I get close to the modem. I have a Fire and it also works just like ESP32 if I detach the core from the stack. So I think its a slight difference when running from the battery. In all circumstances it will successfully scan for WiFi networks, so connection must use a bit for power.

Do you mean it's hard to connect to wifi with M5Stack fire using WIFI.begin(), but easy with other ESP32 board ?
